Culture Culture brings us together – in a theatre or exhibition hall, at a concert, at a museum, at a dance or singing rehearsal. It is a shared joy, inspiration and an opportunity to express ourselves. But for many people with special needs, these doors are still closed or difficult to open.

Making cultural life accessible is not just about ramps or lifts – it is also about the opportunity to belong to a community, to share and create memories on an equal basis with others. Our world is richer when everyone can take part in cultural events and we are able to create a more cohesive and caring society where no one is left behind.

2. Cultural subsidies and benefits 

Participation in cultural life is supported mainly by direct ticket discounts and state subsidies, which free up funds for leisure activities:

Here you can find official information about state social benefits. Although the state does not pay out a direct "cultural allowance", the monthly social allowance for a disabled person is intended to compensate for additional expenses caused by disability, including social integration and leisure activities.

  • Disabled person card and ticket discounts: 

The Disability Card, issued by the Social Insurance Board, provides significant discounts in almost all Estonian museums, theatres, cinemas and concert halls (often the ticket is half price or free in the case of severe disabilities, and the accompanying person usually gets free admission).

  • Cultural Endowment of Estonian
    If a person with special needs wishes to participate in culture as a creator or organizer organizer (e.g. organize an art exhibition, publish a book or hold a cultural festival for people with special needs), project support can be applied for from the Cultural Endowment's endowments or county expert groups.
